WCREPA MINUTES
April 21, 2026, 9:00 a.m.
WCPS CES
Members present: Linda Shank, Karen Teach, Sharon Chirgott, Aileen Boyd, Cathy Grantham, Christina Doucette, Lucy Linn, Mary Rogers, Kathy Snyder, Denise Hose, Pam Cole, Rose Ulrich, Iris Kresge, and Sally Mummert.
The meeting was called to order by Co-President Mary Rogers at 9:00 a.m. who also led the Pledge of Allegiance.
Co-President Mary Rogers shared some wisdom of Erma Bombeck as the Thought for the Day.
The agenda was approved as printed on a motion by Karen Teach, seconded by Christina Doucette.
The minutes of the previous meeting posted on the website was approved on a motion by Kathy Snyder, seconded by Lucy Linn.

The meeting was adjourned at 11:29 a.m. following a motion by Karen Teach, seconded by Linda Shank.

Finance
- Aileen Boyd reported that as of 3.31.26 the scholarship investment fund totaled $264,878.35: $12,344.19 in the scholarship account at the WCTFCU and $252,534.16 in the Raymond James account.
- Treasurer Kathy Snyder shared that on 3.31.26 there was $8,763.74 in the checking account, $29,934.94 in savings; total assets including the Raymond James Endowment, $303,577.03.
- Archives
- Denise Hose reported that nothing new has been added to the archives.
- Facebook Page
- Kudos to Cathy Grantham for her efforts maintaining the Facebook page.
- Legislation
- Lucy reported that the legislative session for 2026 has ended with proposed legislation affecting curriculum were defeated.
- Maryland Access Point, a blueprint for aging, was passed with the focus on how to keep the aging population healthy.
- Longevity Ready another aging support bill was passed.
- 2.698% COLA upcoming.
- Membership/Pre-Retirement
- Linda Shank shared there was 431 members in July 2025 but only 418, 5 of whom are emeritus, now with 11 deceased since 7.1.26.
- Iris Kresege said the retirement dinner will be held May 11 at the Maryland Theatre. Plans include giving away a $25 Amazon gift card. Lucy will distribute MRSPA packages at the dinner.
- Co-chairs Iris and Millie Strange will be ending their roles 7.1.26.
- Newsletter
- Christina Doucette announced the next issue will be July 1.
- Due to the increasing cost of postage and printing it was decided to give notice to members that the newsletter will be distributed electronically but asking if a member is unable to go green to notify Linda Shank. This was decided by the group following a motion by Kathy Snyder, seconded by Lucy Linn.
- After further discussion, the green motion was tabled pending Christina’s efforts to create a print ready newsletter to be self-printed.
- Nominating
- Still looking for a co-president.
- Outstanding Member Service Award
- Sally Mummert said the committee is accepting nominations for next year until August 31; the nomination form is on the website.
- Scholarship
- Cathy Grantham reported that 7 scholarship applications were received. One application was incomplete and not considered. The rubric scores were so close that the committee recommended awarding scholarships to all six which was approved by the group on a Kathy Snyder motion, seconded by Linda Shank. Following a motion by Linda Shank, seconded by Lucy Linn, $1,500 will be moved from the Raymond James account to scholarship to help fund the additional scholarships.
- Cathy thanked her committee of Rose Ulrich, Jan Stephens, Linda Nairn, especially Dennis Smith who provided technical support.
- Website
- Kathy Snyder continues to work to obtain ownership of the website which had been in Carolyn Seburn’s name. It was recommended that she inquire if MSRPA could provide technical support.
- Welfare/Memorial
- Bonnie Brown sent in a report that she had sent 2 get well cards and 5 sympathy cards.
- Social
- 500 Club—The group will continue to play through the summer.
- Bunco—meets 3rd Thursday, 11:30 a.m. at the Northern Avenue American Legion.
- Gatherings
- Information about the May luncheon was mailed to all members: Friday, May 8, 11:30 a.m. at the Fireside Restaurant. Reservations are due to Karen Teach by April 29. Speaker will be Peter Sirface from the Washington County Senior Center and the Community Outreach will be Children in Need, Inc.
- Not back to school lunch scheduled for Tuesday, August 25 at the Western Sizzler at 11:30 a.m.
- Fall picnic, traditionally is held on the 1st Thursday in September but this year that occurs before Labor Day and conflicts with the card group, will be held on Thursday, September 10 at Doubs Wood. Information will be included in the summer newsletter.
- Other activities
- Adopt a Highway—April 28, 9:00 a.m. on Route 63.
Old Business
- Mary will continue as co-president for a year and Cathy Grantham agreed to partner with her for a two year term.
- Mary shared Kathy Powderly’s thank you letter for the December donation to HARC for Micah’s Backpack.
- Kathy presented a proposed budget for 2026-2027.
- The membership booklet will not be printed in the upcoming year, raising the print schedule to every three years; decided on a motion by Linda Shank, seconded by Sharon Chirgott.
- The budget remains the same as the current budget which was accepted on a motion by Lucy Linn, seconded by Linda Shank.
- Kathryn Tyler, sister of the late Leon Brumback, queried Rose about the process for selecting the names of new schools thinking Leon’s name would be appropriate for the school being constructed on the grounds of the WCPS offices. Rose will relay to her that it would be appropriate for her to contact Jeff Proloux and Erin Anderson.
- Executive board changes for 2026-2027:
- Pam Cole and Sally Mummert—Scholarship, with the help of Kathy Snyder.
- Lucy Linn—membership recruitment.
- Others are yet to be confirmed.
MSRPA Update
- The MSRPA annual business meeting will be held May 5 at Turf Valley in Ellicott City.
The meeting was adjourned at 11:29 a.m. following a motion by Karen Teach, seconded by Linda Shank.
